I'm trying to wrap my head around this policy though. Why would they ban your account if your bank refunds you? I feel like I'm missing something obvious here. But why does it concern them that you got refunded by your bank?

I think that way, whoever used your account can't use you the stuff they bought on your account. This way, no one's losing money, technically. The credit card company doesn't charge you for the hundreds of dollars, and Sony won't charge the credit card company. That's the best reasoning I can think of.
