Would never happen. Studios aren't going to go back and take the time and money to put rumble in their game unless they are going to release some kind of greatest hits release and even then I wouldn't count on it.
There really isn't a good way of integrating rumble into the PS3. The best way would be to give people a good two weeks warning with an announcement like "Hi, we're adding ruuuuumble!" and just do it. Of course let the devs know in advance but have them simply keep it under wraps. If you let people know that the SIXAXIS is getting rumble too soon sells will slow down for SIXAXIS controllers and the system for too long.
