For your brother birthday, or the next holiday in which gifts are given to children, if it comes first, you and your parents give your bro an Android tablet, but with strict rules about how long he can play Minecraft, get him involved in sports or other real life activities and persuade him softly (harsh modes won't work in these cases, unless his addidtion is so serious to require lager-like rehab centres) to possibly use more the tablet as a complement for these activities (for example to schedule them, to track his progresses, to keep rankings, to watch tutorials, to communicate with team mates, etc), for study, to watch cartoons he likes currently not broadcasted on TV and a little less for Minecraft.
But maybe he's still too young for a tablet, maybe it will be better if you or one of your parents get a tablet for yourselves and give it to him for some time each day, of which just a limited time for Minecraft and, whenever one of you can supervise him, for some more time for serious uses, sports, culture, science and cartoons, and promise him that if he keeps smart and he doesn't let a device and a game become his masters, when he'll be older he'll receive his own tablet (or a computer or whatever else will fit his needs and tastes better by then).
But don't blame Minecraft too much, he could have become addicted to much more stupid games than it, and it would be even worse! Just imagine if he got addicted to FarmVille!
PS: Recently a girl was the first in my whole life that almost persuaded me to have children with her (but I let her wait for too long, as despite finally almost persuaded, I didn't feel ready yet in the short term, and she eventually left me), but now I'm scared again!!!
