There is already state censorship, but without the benefits of consumer protections. Right now with the various local monopolies, we get corporate censorship, extortion and often terrible service. Regulationg over what the companies that deliver the internet can do isn't the same as regulating the content on it.

I don't know. Besides things like child porn, the internet is pretty uncensored compared to other mediums.
