Basically, ask - if Comcast were not an internet service provider and only a cable company, could they still do this? The answer yes.

Do any cable companies that don't provide internet block HBO Go? If so I'd be surprised. They would do this at the risk of losing customers.

Comcast does because it sells budles of services. People aren't as likely to change their internet to change their cable. So since comcast has customers by the balls, they can demand money from middle men or block devices, figuring Microsoft, Roku, Sony, Amazon would rather have people on  their devices than not. Sony and Amazon haven't paid. Though with how the ps4 userbase is growing I think comcast will get more backlash than expected. And with HBO Now coming to apple devices and probably a few months later elsewhere. I hope they lose customers in the process
