Seems ridiculous. If it's such a common problem and fines haven't worked maybe putting the restrictions on the hours wasn't giving the company time to take care of the trash on the budget they had. I know other cities have to have the collected at really early hours because trash collecting in the middle morning commute would be even worse for everyone than the noise.
