Again, I've never heard anyone say anything with that kind of meaning. When people say AAA they mean high budget and they know it.

Can't say I've ever seen anyone say that either (with exception to Pataar, obviously). I've seen plenty of debates as to where we draw the line between AA and AAA, but those debates have always centered around cost (and, to a degree, production value).

AAA titles are frequently system sellers, but that's usually because they're AAA (bigger budget -> higher profile -> more marketing/hype). The lack of development cost is why we don't refer to games like Minecraft as AAA, despite how many consoles its likely sold.
