I think the UI issue is entirely dependant on how you use your console. If you flit between dozens of games and apps then of course the scrolling is going to be more complex. I only ever flit between 2 games (mostly one until I've finished it) and a couple of app, so everything I need is always within the first half of the XMB.
But, having said that, if I DO for whatever reason fancy taking a look around, I find it so slick and responsive that I actually enjoy the thrill of rapidly scrolling and digging deeper. It's just a blur of activity on the screen.
