That's strange, are you on wired or wireless?
If it's not a problem with your ps4 connecting to the router it's possible you were just downloading when they were having some issues.
Generally I download at 1.8-2.2MB/s on ps3 and I get 4-4.5MB/s on ps4. (wireless on ps4, wired on ps3.)
