Yes, Witcher 3 is an action RPG, and I believe FFXV is as well. There are several key differences between an action RPG and a hack and slash in my opinion. Action RPG's are typically much longer for starters, much like other forms of RPG's. Action RPG's typically have some form of skill tree, stat based gear, crafting system, and levelling system, all things that hack and slash games usually lack. We know that FFXV is a huge game, much like other RPG's, and I know that FFXV has both a levelling system and stat based gear, because you can see both of those things in this video. I'm not sure if FFXV has a skill tree of some form or a crafting system, but I'd guess that it does.

Typically and always mean two very different things though. Also, Diablo (I, II, and III) are hack and slash games. They have skill trees, stat based gear, leveling system, and crafting system. By your definition Diablo (released in December of 1996), which is known to be a hack and slash game, is not a hack and slash game. This "Action RPG" nonsense came around well after "Hack and Slash" (aka Hack'N'Slash). Stop telling people that it's an Action RPG when that term is pseudo-replacing Hack and Slash.
