People, regardless of race, are generally going to be a product of their environment and their social programming, typically from parents.
White parents in a predominantly white environment will result in a child who behaves similarly regardless of skin color and vice versa.
I've known white guys who were culturally black due to their background and upbringing and black guys who fit none of the stereotypes and may well have been white.
