Full priced games sell well on PC too, for example The Witcher series biggest platform still is the PC. GTA series OTOH is not very suitable to PC, as it contains arcade driving parts, and the standard PC interface, mouse+keyboard, totally sucks for driving, OTOH a console controller is a good compromise as a standard controller suitable to games like GTA without requiring to purchase another controller. Just like RTS', but also RPGs with a party, not a single player character, mostly suck without a mouse. Neither the former, nor the latter are suitable to devise a general rule about how games sell on PC or consoles respectively, as htey are designed ti fit better the standard interface of just one of them.

But FPS are more suitable to PC than consoles, yet none of 2014's FPS games made it here

Also, GTA has always been popular on PC, but mostly has been pirated or bought by consumers only after a massive sale. Having preferences to one platform over another doesn't you from buying a game on that one platform, if that's all you have, but for some reason it matters for PC-only gamers? I don't think so.

Activision forced the most popular FPS franchise, CoD, from PC towards consoles, it did all it could to shift it and it succeeded, also removing features that PC gamers loved, like the server SW that allowed gamers and third parties to host matches. GTA is still quite popular on PC, but unlike a FPS, a RPG or a RTS, it's still a lot more suitable to consoles, so it's quite natural that it sells a lot better on them, with no need to artificially push it towards them.
