FPS is frames per second, and Hz is frequency.  Hz can be used in replace of FPS correctly, though FPS isn't necessarily Hz.  

And the headset can display 120 fps because it has a 120 Hz display.

Many TVs are advertised with super high refreshrates, but they only accept 60Hz input, meaning the rest comes from calculating interpolated frames and backlight strobing - that's why I understand why people are cautious, but luckily Sony has immediatly addressed that by stating they are supporting/encouraging native 120fps with Morpheus.
