If board games are considered toys (I don't know but I guess they are), video games are as well.
There are borderline cases, of course, which could be an argument for "digital entertainment media" or whatever but the major thing about video games is the GAME. We even call puzzle games games while you can argue they aren't games because they are just for thinking and don't involve competition or a luck factor.
Even if today's "consoles" are more like hubs for anything and everything, I use them for gaming so it's a toy to me. If you want to judge, tell the companies to not call it gaming console anymore. :P
