How you describe things and how they happened from what has been officially revealed to us are very different things. As you said yourself, these are all things that "could" have happened, problem is that jot only are you stating slightly exaggerated theories as fact you are conveniently ignoring the facts actually released.
- "Many times has it gone into development and been scrapped" All we know is that it was announced and some pre production work was done on it. Never has it been said the game had ever been scrapped. And what we now know is that full development just started recently.

After Nomura's work with the game story, character design and development, works creation and scenario was done he left the project to focus on kingdom hearts, and tabata who had also always been on the project was promoted to lead director to see the game to completion. You see? what really happened soundsvery different from how you described it.
