I'd say it's a toss up between the Sega Genesis and the PlayStation 2. I have far more games for the both of them than any other console, and they both had an exceptional and quality library.
However, I think once it's a little longer in the tooth, the PS3 might usurp the PS2's title. I'm already getting extensive use out of its UPNP functionality and BD player, and while it was slow to get started, there have been some killer games released between November '07 and April '08... my PS3 library went from 3 to 10 games in the last six months. Given hitting more than 10-15 games per console is atypical for me (Genesis and PS2 excepted), I think the PS3 may join or even pass those two by the time its life is over.
