MGS2 is a good game, maybe even great but it's also heavily flawed. In terms of gameplay, MGS2 improved on MGS1 in every single way, to play, without a doubt I think MGS2 is more fun.
The story is MGS2's biggest strength and one of it's biggest weakness. I praise the story for doing something new, being in-depth and always keeping the player on their toes. But at the same time, I felt the plot really alienates the player at points and there are very few likeable characters in the game (I actually think Raiden is the best character in the game, and I do think they did a good job of representing the player with him.) The plot was also extremely confusing and definitely let a lot of loose ends open.
Another problem with MGS2 is the level design. It felt way too claustrophobic, it all kind of looked more or less the same, wasn't really too much fun to actually stealth around and the entire second half of the game feels unfinished.
In the end I did have fun with it and in many ways it was ahead of it's time. But I can't say that it was Kojima's best (that would be Snatcher, of course).
