I wouldn't say Putin knew anything of the plot. But I would say someone close to Putin knew of it and they were either in on it, or they elected not to do anything to prevent it. Unless the guy turns out to have other enemies it will be Putin supporters (or at least people who have become greatly enriched or empowered by Putin being in power, who are concerned they would lose power or wealth if someone ever unseated Putin), who are behind it.
