pre rendered stuff in game is just like saying its a texture, a texture designed to look as though its an interactive 3D space. I supose the reason why you get so confused is because when its done correctly its impossible to tell whats an actual 3d object (real time) and what is just an image. The only real way to know is if you have an understanding of the consoles power and then you can say "this thing can not possible be rendered in real time!!! it has to be a pre rendered image"

Movies use the same technique with background (expecially low budget ones) where they use a giant painting to simulate a realistic view or to create the illusion of depth within a small stage.
