They are doing decent relative to their earlier performance but other than that they've both been catastrophes. Being around the 10m mark after several years on the market is nowhere close to acceptable for any system, and certainly not for the successors to Wii and PSP.
The reasons you listed are results of Nintendo's and Sony's strategies and therefore aren't valid excuses for the low sales. You reap what you sow, simple as that.
