And Steam ain't preinstalled on each PC sold. You have to install it and open an account... so there are no "accidental" steam users who are counted.


Nopes, PSN does not log you on by default. And people do a lot more on their PC than use Steam. You could be browsing VGC but Steam counts it as you being on Steam. On the consoles, if it's on and you're logged in, you're most likely be using the network or gaming.

You can create a Steam account and never use - you'll count as an active user since it's in the tray.
