Yeah, the ratings system is absolutely batshit crazy in the US.  Thank the MPAA for that (Strongly suggest those interested to check out the movie 'This Film is Not yet Rated').  Those guys are insane, a non-elected, non-government body that dictates what the rest of the country can see.  I've definitely noticed that violence rules for ratings have seemingly become relaxed over the years.  Though, back when I was in Junior High (7th grade ~12-14 yrs old), our entire class went to go see Schindler's List, so they'll make allowances, depending on the subject matter.
