That would need to be an incredibly large team... Even COD has moved to a 3 year development cycle with teams of 200 to 300 (not including outsourcing). With Halo 5 and Forza 6 releasing this holiday, there's no need to rush Gears 4 that much. Saving it for 2016 would make more sense (and cost a lot less :p).
I can see them releasing a gears collection this year though.
