What's defective, the fans or the socket on the PCB where they're plugged in? You could use an adapter and plug the fans into the motherboard if they're not damaged.

I doubt that you can buy the fans separately without an entire cooler.

There are third-party coolers, even some older ones work because the hole spacing is the same since the GTX 580 (and a GTX 970 doesn't generate more heat). But you have to inform yourself if it's the reference design or not (length etc.). I know that some models have a separate heatsink for the voltage converters, but I'm not sure if they all have that (it's important that they're properly cooled).

Well, the fans themselves seem to be broken or at least the wire but its hard to tell since I don't really have anyway to test it. And the gpu itself works since I can play games on it without it exploding or giving me bluscreens but the temps obviously go very high since the fans don't spin.

But you can actually find the fans by themselves and just buy the fans without the cooler on ebay! The fans have their "part/model number" behind the gpu fan so if you search that up, the fans do come up but the issue with my gpu fans is that they are too new loll. Like, unlike the regular gpu fans that are in most gpu these days, the fans on my 970 have 4 screws instead of the standard 3 so I have to wait until my gpu becomes old enough for its fans to go on sale!
