What's defective, the fans or the socket on the PCB where they're plugged in? You could use an adapter and plug the fans into the motherboard if they're not damaged.

I doubt that you can buy the fans separately without an entire cooler.

There are third-party coolers, even some older ones work because the hole spacing is the same since the GTX 580 (and a GTX 970 doesn't generate more heat). But you have to inform yourself if it's the reference design or not (length etc.). I know that some models have a separate heatsink for the voltage converters, but I'm not sure if they all have that (it's important that they're properly cooled).
