Maybe it's because this is a video game and not a movie. In video games screen real estate is king. Taking screen space away from the player is not a good thing. It's a compromise. A compromise is never "perfect". It might fit artistic vision but it's a fact that this game would not be able to run at a higher resolution. So it's still a constraint on the game. If they could've done this in 1080p they would've. Accessability and usability trumps "artistic vision" in video games. At least it should for a better gaming experience.
Respecting artistic vision is one thing, admitting that some artistic choices limit gameplay is another. Compare it to that one dev claiming that 30fps is artistically better because it looks more cinematic when it is a fact that 60fps is better for all games in all scenarios.
However it definitely is better than any other low resolution because it isn't upscaled, which means it's quite sharp compared to an actual 900p game. In fact it's probably a lot sharper than most 1080p games on next gen due to high AA.
