actually there are very few PC games that look significantly better than PS3/360 games. Mostly higher resolutions and more AA on high-end PCs. I am pretty sure that PS3 and 360 are much more powerful gaming machines than the average PC or even 90% of PCs. Contrast this with the Wii.
But to be more specific on PS3/360/PC they can reuse their shader architecture because all of these platforms have pretty recent graphic cards with Shader Language 3 etc. On the Wii they wouldn't even have a pixel or vertex shader.
