I remember some people getting all excited when Vita TV (PSTV in the west) was announced. They were certain that it will conquer the world and sell like AppleTV, Roku or Chromecast, saving Vita in the process. I, among many others, was sceptical and thought that the device has no clear target market.
Vita TV languishes in Japan, having XOne to thank it is not nailed to the bottom of the sales charts. It released in the west this past October for $99, retailers lowered the price to $79 very quickly. Now they are trying to give it away. Luckily for them, PS4 is selling very well, so people are willing to accept this free gift that they can put in their sick drawer.
