I don't think Phil Spencer is saying there won't be any performance improvement.  However, no available API for any consoles utilizes multiple pipes to the GPU.

It's parralellism.   There is always a performance improvement in parralellism.  Hence the reason why GPUs use it and why Sony tried using it. 

If I have a lot of traffic going between two cities, having one two-lane road to that city will never be more efficient than having 8 two-lane roads.  That's putting DirectX 12 and what it will bring to the Xbox One in the simplest terms possible.  It has nothing to do with getting closer to metal, though it does that too, but the realized improvement in performance will be the ability to utilize mutliple pipes to the GPU from multiple CPU cores.  They all don't have to route to a single core, and they still do that regardless of the API on PC and console.  (I don't think Mantle is heavily utilized yet.) 

Personally, no, I'm not expecting a 60 to 200% improvement in performance.  My guess would be a 25% improvement in performance at the high watermark.
