You know people like the joker exist right?, not talking about the whole clown makeup shit I'm talking actual full on psychotic, someone who cannot be mentally "cured" and still thinks and acts in deranged ways.

The guy got what he deserved, he wasted SWAT time, almost got someone killed (Lets face it every swatting has almost gotten someone killed the way SWAT teams work) and can also give the victims a hard time trusting law enforcement in general, the person who did this must have known beforehand the consequences but they obviously ignore them along with common sense which is why he's now going to serve time, there is always going to be a reaction to every action, you either think before you do or you suffer for it, it;s how we evolve and it;s how he's going to evolve, if he comes out a criminal then he goes behind cars or gets executed for doing worse, it;s his life he's throwing away in the end for not conforming and learning to co-exist within society.

Sure he could maybe use mental therapy but does everyone who commits a crime suddenly always need mental therapy first?, not everyone is a complete off the wall nutter, one of my folks works as a phsyciatric nurse and can tell when someone needs actual therapy and one that uses it as a means to evade the law or use it as a means to look like they need help but really don't, people like that do exist and will abuse that system just like people abuse the SWAT teams and cops in general.

What I'd suggest for him is a tech ban, one that can alst 10-20 years where he isn't allowed to use tech such as PC's, consoles, he'd be allowed a phone but it has to be a specially made model where he cannot abuse it and he cannot call the swat team or anything without facing complete thorough verification, that way he will have a certain degree of freedom but will have to learn to deal with being set back a few decades in time dealing with less use of technology that he abused.

But ultimately the lesson he should be elarning is if he cannot co-exist within society then he should not be a part of it, he either deals with it or he is removed.
