Single player wise, no, not even close imho.
MP wise, I enjoyed World at War even more. The maps were more varied, the weapons were more varied, and it had some small vehicle integration.
MW2 MP could have been tops, but stupid shit like game ending nukes and One Man Army killed it.
Black Ops was also good. But a notch or two below MW and WaW imho.
