I'm pretty sure most people do it as a joke because hashtags are ridiculous. Then there are people who start by doing it as a joke and then get used to doing it all the time and it feels normal to them. I've properly used them like 10 times in my life, every single time as a joke. 

I don't think I've ever used a hashtag for that purpose. I still remember when it used to be used for numbers
