Wow, that could not be farther from the truth. Game installs have been around since before there was optical media. It has nothing to do with BR. It has everything to do with a console finally giving the developers one of the advantages PC have had for years.. Until a delivery medium becomes as fast a internal mass storage, this is going to become the norm. It has been for the last 25 years in PC's, from the first time that could, they have. In consoles, from the first time they could, they have.
Gears of War for the PC requires an install. Mass Effect on the PC requires an install. Not because the developers or lazy, or because of BR, but because they can deliver a better game that way, period.
EDIT: So as long as a HD can be expected to be in a console, and optical drives are slower, install will be around. There is nothing temporary about it.
