That makes more sense, although that isn't the case for many games. So many games don't sell all that great yet are very memorable for a lot of people (Shenmue, Bayonetta and Persona being notable examples).

And I don't have a problem with people picking P5. That game looks great. I only had an issue with the people saying XCX won't be memorable because not a lot of people will play it, while in the same breath claim Persona 5 will be the most memorable, when perhaps less people will play that game. And if it's not less, it'll be in the same general ballpark.

The games you listed are memorable on the internet though. The internet is pretty much a niche compared to the real world.

As for the P5 vs XCX, if I had to guess, they're probably expecting P5 to sell much better than XCX, which is very possible and thus it will have a better chance to be memorable in comparison to XCX.
