To answer the OP, though, I think we need to leave it up to devs to decide if this is worth implementing. It requires optimising for two different ways of playing, which takes resources and time. It also may conflict with the way a dev thinks their game is best played. Ultimately, I believe in artistic control.

If they are making a PC version then surely it's very little extra work to establish 2 fixed settings for the console versions. Essentially you'd be looking at minimum PC Specs type performance for the 60fps and moderate PC specs type performance for the 30fps. For exclusives it's not quite the same.

I think giving people the option is a good idea, but typically as I only play SP games and pretty much ignore the MP component of all games I'd probably go for 30fps almost every time.
