Screen tearing is generally caused when a frame begins being displayed before another the previous frame can complete. it basically means the GPU can't keep up and it is very annoying. However, there are several ways to get around this. I wonder What the new API will do for the Xbox One in these situations. Obviously, the game isn't CPU bound on consoles as the lower clocked PS4 has a more stable framerate. To me, this means that the Xbox One has lower textures and rez, they should have lowered the rez even more to alleviate the GPU.
