Well, yes, in as far as that's how it consistently appears to be how things happen and you qualified it with "I think". Your statement wasn't tautological so there are ways to question it. One thing I would have to take exception with is the phrase "dulls that importance". It wouldn't necessarily be "dulling" as your reaction might just as well heighten the importance. So instead I would replace "dulls" with "changes".
Besides that though, try replacing the words "important" and "importance" with other words like, "viewpoint", "reality", "smell", "taste", "perception" and "meaning". So we would have:
"I think that the personal meaning of things that happen to you depend on your personality/character, so from moment to moment you can't control the personal meaning of things that happen to you (though you can control your reactions which to some extent changes that meaning), but you can help determine what the meaning of past events are to you and what the meaning of future events will be to you."
The dodge of using the word "personal" is to deny objectivity.
