Umm, no, the vast majority of sales have not been in Japan.  Japan hasn't even had a slim majority of sales.  Throughout it's life the 3DS has shipped 37% of its units to Japan.  So why do you think around 80% of unsold supply being in Japan is reasonable?

Yes the overtracking was likely over 1m before the shipment numbers came out (they've been adjusted slightly already).  Even if you think there is zero supply on shelves outside of Japan we are talking about around 600k overtracked.
