I dont think so, these consoles maybe wont reach 60fps but they will keep getting every game @30fps and 1080p in the ps4s case while pc specs will increase overtime. The devolopers will have to optimize because thats where the money is.
And the consoles still have some differences where devolopers can tweak like the unified memory which is equillant to a 7 gb graphicscards if the devolopers ever want to use it like this, and in the ps4s case it could be a gddr5 one. They also have no windows running taking memory and in the ps4s case this consoles has a 256mb arms cpu which runs the bakcground OS. So the ps4s cpu runs at full capacity for gaming while the xbox 1 has some eRam which can also be used.
Also i heard that an apu performance better dueto gpu and cpu being on one die which saves letancy and other issues. These are all things the pc is lacking and gives consoles extra performance beyond the x86 architecture. Just look at the ps3 and xbox 360, these consoles get games even today like alien isolation, evil within or destiny.
