I was also not getting the Tonya mission but then I went to the online mode, and then switched back to Franklin and the symbol in the map showed up. The worst of all is the Taxi mission in which you have to be called to perform a special service. Jesus I have more than 70 hours in single player and no freaking call to Franklin!!!
