It varies by provider and package here (UK). When I was with Toucan I got their supposedly unlimited package and every week they would email to say we'd exceeded capacity and it was being cut the next week. Now we're on BT's top package and it's awesome 
We can literally download, upload and stream stuff all day and night without any hassle from them at all.
