When current head of Sony Japan Studio took control it was a mess. The studio was working on 40+ projects at the same time; among them many people individually working on their own. That guy combined everything and told them to refocus. How Sony Japan is managed is a mystry. But things have improved than past.

I think one of their problems has been the fact that are not just a development studio but that they are used as the label for the Japanese games side of Sony
So they have become a defacto publisher and a lot of what they do outside of making games themselves should really be  the role  SWWS.
