We obviously don't know for sure yet, but i'd say its a reasonable assumption. What we've seen of QB (along with what they've said), implies its focused on centralized content, likely for the sake of the story (similar to TO:1886). Games like that are rarely "big" in terms of size. AW was pretty big, when you consider all the extras.

I personally hope that's the case, anyway. QD's story strikes me as the kind that would benefit a lot from being delivered as a constant stream of high production value action. The central threat seems quite urgent :p

Edit: On a side note, they're releasing it with a TV series aren't they? I suppose that could become a source of additional side content, which would be pretty cool.
