You can still buy Windows 10 outright and not have to worry about this. If you get the "free upgrade" then you're going to be restricted on when you get the updates (not if) unless you pay the subscription fee (whatever that will be).

None of that says anything about an "optional payment" for updates... Both of those say that there will be no subscription model
