The story isn't concluded at the end of XIII, so you kind of have to count the sequels (unlike VII with it's series or X). XIV also had to release twice as the first game was terrible, and people were fired and layed off due to it. Not really a good track record for 7th gen. (Sorry, you can't scream do over and get a free pass.)

Even if you count them, they're still extension of FFXIII. Same characters, same gameplay, same items, etc.

And sure, FFXIV was released twice but, the second time it was released, it became one of the best MMO out there.
