 exactly the problem. If it carries no negative connotations with it why do latinos use it?

you see some of us black people calling each other nigger or nigga is like other white people calling each other white boi, or jews calling each other dirty jews, or cheap jews. 

 Its actually not at all the same.  Im Jewish and I dont greet my fellows Jews with "Whats up dirty Jew?"  We may admit to being penny pinchers sometimes, but we dont consider ourselves "dirty".  It is perfectly common for black people to says "Sup my nigga" though.
