I wouldn't doubt it. I didnt upgrade to the new Microsoft word. I still use 2010 because the new Office is largely subscription based. I'm seriously thinking about switching to Apple since I do graphic design part time and Fonts, photography and graphic work is superior on that platform. That and the Apple hub is better. 

Oem's would still be charged, and only 500 million dollars in revenue lost to make windows 10 the most used OS on the market. And it'll even out as more people will buy other Microsoft products since they saved the money on the upgrade.
