Wildcard36qs is right about the symptoms pointing to shift key being pressed.
If it was the CTRL key being pressed then I would suggest the following:
Try enabling Num Lock.
If your dell doesn't have a Num Lock key then I think you have to hold the 'function' key and press the 'print screen' key.
Another thing to check is the touchpad properties and see if turning off the zoom in/out feature helps.

But it does sound like it is the Shift that is stuck and not the Ctrl.
Also check your 'sticky key' settings in ease of access center.
