Depends if you mean exclusives or overall.
Exclusive wise will be Nintendo.
Overall... will be close... Wii U will have least amount of games as usual but there will no doubt be crappy games from Ubisoft and other 3rd parties in droves on the other 2 consoles... so averages out to be not much more than Wii U/3DS.
