Probably because he had already set a precedent for political songs. On the Eminem Show the first track was 'White America'. He was also at the height of his fame while Madonna was in her twilight (which she refuses to leave). Edit: and also the politics of the time as others already alluded to.

OT: I just thought of this, but This is War by 30 Seconds to Mars is also a really good protest song.
